Meet the team
Bristol Waste’s board are responsible for governance and strategy.
Elaine joined the board as our new Chair from 1 November 2021. She has significant board-level experience in construction and infrastructure and is highly accomplished in working in complex, regulated environments which are subject to intense public, political and media scrutiny.
She has extensive transport operations experience and has a successful track record of running large customer operations and managing organisations through periods of significant change. She is currently a Non-Executive Director (NED) of High Speed 2 (HS2), the UK’s largest infrastructure project.
She has recently completed six years as a NED of Highways England and two years as Senior Independent NED for Bristol Holding Ltd, a group of companies owned by Bristol City including Bristol Waste Company.
Prior to this, she held a number of senior roles within the UK rail industry including Chairman and CEO of Directly Operated Railways, Chairman of East Coast and Managing Director of First Capital Connect. Elaine was also Executive Vice President Guest Experience at Carnival UK running all operations of P&O Cruises and Cunard.
Tony Lawless, Managing Director
Tony Lawless is the Managing Director of Bristol Waste. His role is to ensure continuity of our outstanding service to all areas of our business in parallel with introducing new technology and services to our company.
Tony has over 25 years experience within facilities services for the public and private sector and is very much a hands-on operator with a passion for safety and quality. His various roles have included multi-site management and control, contract analysis and continuous improvement, project management, contract start-ups and consolidations and generating organic growth from supplemental service proposals.
His experience ranges from building up small contracts through organic growth to managing 46 sites across Europe with over 850 staff and several hundred sub-contractors.
Tony is a Chartered Manager and a Fellow of the Chartered Management Institute, a Certified Member of the British Institute of Facilities Management and, as an Incorporated Engineer, a Member of the Institute of Engineering and Technology.
He is married to Clare, with a daughter Kate who is studying for a nursing degree at the UWE and a rescue cat called Bentley who sleeps 23 hours a day. Tony also enjoys playing golf and skittles. He is a big rugby fan and horse racing enthusiast.
Charmion Pears, Board Member
Charmion joined the board in 2021. She brings a wealth of experience in non-executive leadership in both the public and charitable sectors. Her particular focus is on working with large operational businesses in highly regulated, safety imperative sectors. Charmion was previously the Chair of Cormac Solutions and Consulting, major highways, infrastructure, roading, engineering and facilities management business.
Charmion is currently a Non-executive Director and Chair of Audit and Risk at the Corserv Group. The Corserv Group is a local government holding company comprising six businesses that provide services in property and facilities management, roading, infrastructure, social housing, adult social care, transportation and inwards investment.
Charmion is an Independent Member of the Audit and Risk Committee at the HSE and a Trustee for the Blue Cross. Her executive career comprised of 20 years in strategic leadership, business transformation and marketing roles in aviation and financial services. She is a chartered accountant (CA) with the Institute of Chartered Accounts of Australia and New Zealand.
Steve Pearce, Board Member
Steve is a Labour Councillor for St George Central and joined the Board in August 2021. Steve was Cabinet Member – Waste, Commercialisation & Regulatory Affairs, before the local elections, and is now the Labour Group Leader for Bristol City Council.
Steve’s many other roles within Bristol City Council have included Cabinet Advisor – for Transport, Overview & Scrutiny Management Board (2 years as Chair), various other scrutiny commissions and the Licensing Committee.
Steve brings a wealth of experience and relevant knowledge to the Board from his continuing role with the Association of Public Service Excellence (APSE), where he represents Bristol City Council and chairs the Vehicle Maintenance & Transport Advisory Group. We are grateful to Steve for accepting this appointment and we are looking forward to the support and challenges that he will offer to our team.
Ian Osborne, Board Member
Ian has spent the past twenty years operating at the board level and leading multi-site service businesses handling highly regulated waste streams.
In each of these businesses, the primary focus has been on profitable revenue growth linked to driving increasing operational efficiency whilst at the same time delivering a high quality of customer service and a high level of health and safety compliance.
As Managing Director for PHS Group, he was responsible for growing a hygiene services business that is now the clear market leader in the UK, Ireland, and Spain for over ten years.
At Adler and Allan, he was Group Managing Director of a business focused on hazardous waste, contaminated land remediation and emergency fuel and chemical spills.
In his most recent position, Ian was Vice President, UK and Ireland, for Stericycle Inc, a US multinational and market leader in the UK and Ireland, in providing clinical waste collection and processing services and secure document collection and destruction services.
Originally from Bristol, Ian lives near Newbury and is married with three daughters.
